Nothing is known about Will's life before or during the outbreak. It is likely that he lived in or near Alexandria before the apocalypse.
Post-Apocalypse

When Glenn Rhee and Nicholas head out into town to set fire to a feed store to lure walkers away, the two come across a walker pinned under a car. Nicholas recognizes the walker as Will, a fellow Alexandrian, whom he and Aiden Monroe left for dead during a supply run. Nicholas states that he should be the one to put him down, and he does.

While Will, Aiden, and Nicholas were on a supply run, they ran into trouble with the zombies. As a result, Aiden and Nicholas chose to leave Will behind, resulting in his death and reanimation.
He was later stabbed in the head by Nicholas.
