Nothing is known about the outpost before the apocalypse.
At some point after the outbreak, the outpost came under the control of the Saviors. Negan gave command over it to his top lieutenant, Simon. The group of Saviors based here subjugated the Library community, taking tributes of supplies and sending truckfuls to Negan at the Sanctuary.
The Saviors hang a member of the Library group for attempting to resist them. When they continue fighting, Simon has them all wiped out and they hang the sole survivor to serve as an example to the Alexandrians after their destruction of the Satellite Outpost. Simon's group, along with numerous Saviors from the Sanctuary, participates in the capture of Rick Grimes and his comrades.
Simon's group arrives at the Hilltop Colony to take over the Satellite Outpost's role as liaison. They first terrorize the inhabitants by opening the gate and attracting walkers inside, and later arrive in a show of force. Simon takes a portrait of Holy Roman Emperor Charles V from Hilltop leader Gregory's office and transports it back to their outpost. Savior George drives a truck to the Sanctuary, unaware that Carl Grimes and Paul Rovia are hidden inside.
At some point, George picks up Chris, a Savior from the Sanctuary, and they head to make the delivery to Negan. When they arrive at the Sanctuary, they are both ambushed and killed by Carl.
Simon's group travels to Alexandria searching for the fugitive Daryl Dixon. They ransack the town, partly as revenge for George's death at the hands of Rick's son. After they fail to discover Daryl, they return to their outpost.
The group returns to the Hilltop to take Dr. Harlan Carson to replace the late Dr. Emmett Carson, who was executed by Negan. In exchange, they leave behind a crate of aspirin. They then transport Dr. Carson to the Sanctuary.
