Almost nothing is known about Julio's life before or as the outbreak began, except that he received mechanical skills at some point in his life.
Julio is quarantined in Cell Block A and witnesses a fellow survivor die. He stands next to Jeanette and is told by Hershel Greene to return to his cell as he deals with the dead man. Later, he watches in horror as Hershel is attacked by a woman who died from the flu and reanimated into a zombie. As the situation unfolds, he closes and locks his cell.
He is seen running out of the prison with the other survivors when one of the guard towers gets shot by the tank. As Rick Grimes is talking with the Governor, Daryl Dixon hands Julio a sniper to defend the prison. Later, when the gunfire begins, he is seen turning over a table for cover and shooting at the Governor's milita, killing at least one member. He gets shot in the back and killed running towards the bus in the final minutes of the assault. He is shot very close to Maggie Greene and Glenn Rhee as they make their way towards the bus, who may have taken the bullet if Julio was not in the way.
When Julio is shooting at the Governor's people during the prison battle, he attempts to escape with Maggie and Glenn, but ends up getting shot in the back by one of the Governor's militia. It is unknown if he reanimated or if he was put down.

- During the Talking Dead "In Memoriam", Julio is mistakenly shown dying under "The Governor's Militia".
