Howard is a survivor of the outbreak in Season 4 of AMC's The Walking Dead. He is a member of Martinez' camp.

"Dead Weight"
Howard is mentioned to be in a group with Martinez and other survivors. While on a supply run, Pete Dolgen asks if they are sure they're heading in the right direction, and Martinez replies that if Howard's map is right. Mitch says to Martinez that they should've dragged him out of camp to make sure, but as stated by Martinez he is an old man and can barley walk. Mitch again replies back, saying that's why he said "dragged". Later Howard is seen in the crowd listening to Mitch Dolgen notifying them that Caesar Martinez is dead.
"Too Far Gone"
Howard is seen retrieving a couple of chairs from one of the RVs at the river camp and walking off with the little boy. After the prison assault, Howard's fate, along with the rest of the survivors who stayed behind, is ultimately unknown.
