This man is a guard who works at the Gonzalez Dam under Dante Esquivel's rule. When Victor Strand arrives at the front of the line where Tijuana residents trade for water, this guard demands Victor to return to the back of the line, despite his pleas that he knows Dante and wants to speak with him. This guard proceeds to beat Victor until Dante arrives and orders him to stop.

The guard is seen beating Victor the same time as Daniel is employed as a janitor at the dam.

It's unknown what happened to him. It's likely that he was one of the many to be killed by the proctors gang as all of the Gonzalez Dam guards were shot and killed by the gang.
