Almost nothing is known about Bill Jenkins's life before or as the outbreak began, except that he was a veteran and was confined to a wheelchair and lived in an apartment building with David Chambler and a Miss Wilhelm.
After the outbreak began, Bill seemed to have attempted suicide by shooting himself in his bathtub. He was then found by the Governor many months later, where he was then put down.

Sometime during the outbreak, Bill shot himself in the head with a .38 Smith & Wesson Model 10 revolver, killing himself, although the bullet didn't make it to his brain, thus he reanimated.

Months after his death, the Governor discovers him in a bathtub and mercifully kills him with a knife.
It can be assumed these two were good friends, as David referred to Bill as his "war buddy."
